There would be a case that after you update the Windows 10 to the new build, you open the Local Security Policy/local gpedit.msc, the the error happens. This is because the policy file has no language resource then gpedit.msc cannot display it. To fix the issue GameDVR.admx (error = 3), you just need to create a language text file (with the extension .adml) & fill it with the following content

  <displayName></displayName>
  <description></description>
  <resources>
    <stringTable>
      <string id=”GAMEDVR”>GAMEDVR</string>
      <string id=”GAMEDVRHELP”>GAMEDVRHELP</string>
      <string id=”GameDVRMode”>GameDVRMode</string>
      <string id=”GameDVRMode_Help”>GameDVRMode_Help</string>
    </stringTable>
  </resources>
</policyDefinitionResources>

Then save it to its root folder like this:
C:WindowsPolicyDefinitionsxx-XXGameDVR.adml
where xx-XX is your language folder.

Now you can refresh the Local Security Policy again to see that the error is no longer exist.
