First visit this link to download the latest version of “Classic Shell”: http://ouo.io/VO4y47

Launch the installation file, and when you see the following screen, uncheck all options except “Start menu” and “Classic Shell update” if your intention is just using these features to adjust the transparency of the taskbar.

After the program is installed, you will get the these features > Click “tab Controls”

And then select the options like in the image below if you want to continue using the original Start Menu of Windows 10 without activating the Classic Start Menu of Shell.

Then select tab “Windows 10 Settings” > Click Customize > choose “Transparent” in the “Taskbar look”, and enter a value from 0 to 100 to adjust opacity. If you want to add blur effects, please choose “Glass”.
